McKinney Accountability System

A Community-Based Accountability System (CBAS) empowers our McKinney ISD community, students, parents, and educators to design their own assessment and accountability measures. Unlike state accountability systems, which rely heavily on standardized testing, local systems incorporate multiple measures such as student achievement, growth, college and career readiness, stakeholder feedback, and participation in enrichment programs. This allows districts to reflect community values, set meaningful goals, and foster continuous improvement by using both quantitative data and qualitative insights.CBAS offers a comprehensive view of our system’s strengths, challenges, and progress toward community-defined educational outcomes.The result is a more comprehensive and personalized understanding of school effectiveness that empowers local stakeholders to take ownership of educational progress.

This journey began in the Fall of 2023 through our work on our McKinney ISD Strategic Plan, the Texas Public Accountability Consortium (TPAC), and a mission to discover what matters most to our community when it comes to education. The resulting McKinney Accountability System (MAS) is aligned with its vision of serving "Every Student, Every Day." This system is designed to go beyond standardized testing by evaluating performance based on the whole child and community-centered outcomes. Grounded in community values, the framework was developed with input from strategic planning, board expectations, and alignment with district and campus improvement plans. It is built around six pillars, key performance indicators (KPIs), and an evidence-based reporting structure, reinforcing transparency and community trust. 

In the first year under our MAS, MISD has made significant progress in strategic focus areas such as safety and well-being, teaching and learning, recruitment and retention, community engagement, and fiscal responsibility. Initiatives include social-emotional health support systems, updated instructional models, K-8 STEAM and financial literacy programs, and professional development pathways like the Teacher and Leadership Academies. The district has implemented structured recruitment and retention efforts, including job fairs, orientation sessions, and a grow-your-own teacher initiative. Community engagement is strengthened through online resources, an MISD events calendar, and student voice opportunities such as advisory committees. Celebrations and recognition systems acknowledge students and staff, promoting a culture of appreciation and belonging.

The district has also emphasized operational efficiency and long-term planning. MISD continues to analyze staffing allocations and program effectiveness while developing long-range facility plans and the Choose McKinney Initiative. Communication efforts have been enhanced to maintain transparency, brand identity, and stakeholder trust. Celebrations of success include increased attendance and College, Career, and Military Readiness (CCMR) rates, AP Honor Roll recognitions, and being named an HEB Excellence in Education finalist. With ongoing partnerships across city departments and organizations, MISD continues to align its educational mission with community needs while upholding accountability that reflects the district’s unique values and goals.
