Qualification for IDEA is a quantitative process of determining eligibility and Section 504 requires an interpretive analysis of qualification. IDEA students enjoy the protection of the antidiscrimination statute, but are served educationally under a more specific and comprehensive law that addresses their disabilities. “Section 504 only” students are those that are entitled to the protections of Section 504, but are not also eligible for service under the IDEA.
